WHAT IS AND IS NOT A PUBLIC RECORD
- Most civil and criminal judgments, orders, and filings are public
- Not public: Juvenile records (G.S. 7B), sealed expunction records, DVPO affidavits, mental health evaluations, grand jury materials
- Criminal records check ≠ court records — a Clerk cannot provide a statewide criminal history
- If a record is expunged, the Clerk must deny any request for it under G.S. 15A-146
